So I managed to sort it out. The initial issue I had was that OpenIV wouldn't install the .oiv file for some reason so a manual installation was suggested. The manual installation had a couple of files which weren't clear where they needed to be trains.xml and vfxvehicalinfo.ymt
After spending some time looking for guidance, I just happend upon the BTTF V web page https://www.bttfv.bttfhv.com/home/installation-tutorial/ and noticed that they had an installer. Thought I would give it a try and was a bit concerned when it asked for the OpenIV location as I thought it would fail again. When I tried, it actually installed perfectly and the whole shebang works as advertised. Not sure what the installer did to OpenIV to make it work, but I'm glad it did. It seems that this is the closest I can get to an open world BTTF game and it's a fantastic mod. Thanks!
My GTA game crashes when trying to drive the RR variant onto the rail tracks. Am I doing something wrong? Everything else in the mod seems to work absolutely fine. Do I have to try and make it spawn already on the tracks?
